Insurance Coordinator/Deputy County Clerk

JOB SUMMARY

ADM/4

This position provides support for county records management, all insurance functions, and financial operations

MAJOR DUTIES
Provides excellent customer service to both internal and external customers both in person and via the phone.
Manages employee insurance accounts; enrolls new employees in insurance benefits; prepares benefits packets; posts weekly insurance register and maintains up-to-date balance of employee health claims.
Coordinates annual bidding of all insurance services.
Serves as the liaison between the insurance carriers, third party administrators, pharmaceutical companies, and employees.
Prepares and files workers' compensation reports and processes workers' compensation claims.
Coordinates with all medical and property insurance companies to include ACCG.
Coordinates with the County Attorney on any pending litigations received in the Commissioner's Office.
Balances bank statements for health insurance, payroll, volunteer fire department, jail penalty, crime victims, and E911; prints related reports.
Posts and balances time sheets.
Invoices counties for Court Operations
Invoices cities for Inmate Details.
Invoices all landfill charges
Coordinates with IT provider for technical assistance, website updates, and issuing emails
Processes all outgoing mail and sorts incoming mail for the Mitchell County Governmental Complex
Provides support to the County Administrator, Assistant County Administrator, Chief Financial Officer, and County Clerk as needed.
Prepares deposits.
Receives and processes liability and/or incident reports.
Prepares and files annual and bi-annual reports for health insurance and crime victims accounts.
Maintains inventories and coordinates county purchasing.
Answers incoming phone calls
Attends continuing education training.
Processes invoices and maintains county landfill accounts.
Serves as the Assistant County Clerk when needed
Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of county administrative policies and procedures.
Knowledge of records maintenance procedures.
Insurance Coordinator/Deputy County Clerk
Knowledge of common insurance principles to include health and property insurances.
Knowledge of generally accepted accounting principles.
Knowledge of accounts payable and receivable principles.
Knowledge of modern office practices.
Skill in operating standard office equipment such as a computer.

SUPERVISORY CONTROLS

The County Administrator is the primary supervisor, but the Assistant County Administrator or Chief Financial Officer may assign work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

Guidelines include the Mitchell County Employee Handbook. These guidelines are generally clear and specific but may require some interpretation in application.

PREFERRED QUALIFICATIONS

Knowledge of group insurance concepts and execution
Knowledge of filing claims
Medical billing
Prior or current employment in the field of group insurance

MINIMUM QUALIFICATIONS

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
Possess or be able to obtain a Notary Public seal.

Deputy Warden

JOB SUMMARY

This position is responsible for assisting in directing the operations of the Mitchell County Correctional Institute.

MAJOR DUTIES

Assists the Warden in supervising the daily operation of the prison, including the work of personnel and the activities of inmates
Establishes and maintains security within the facility.
Performs the duties of the Warden in his or her absence.
Conducts inspections, searches, and investigations; ensures inmate compliance with rules, regulations, policies, procedures, standards, and guidelines.
Monitors, controls, and inspects all aspects of facility operations.
Serves as an institutional duty officer.
Oversees the time-keeping program for all staff and ensures timesheets are turned in as required.
Completes purchasing for the department, including food items, parts, supplies, construction materials, etc.
Conducts interviews of job applicants; makes hiring recommendations; completes new hire paperwork and orientation.
Oversees and coordinates remodeling projects for county buildings.
Performs other related duties as assigned.

SUPERVISORY CONTROLS

The Warden assigns work in terms department goals and objectives. The work is reviewed through conference, reports, and observation of department activities.

GUIDELINES

Guidelines include Georgia Department of Corrections regulations, federal and state labor laws, Department of Health Guidelines, the Prison Rape Elimination Act, food service guidelines, and county and department policies and procedures. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK

This position consists of varied management, administrative, and supervisory duties. The need to respond to emergency situations contributes to the complexity of the work.
The purpose of this position is to assist in directing the operations of the Correctional Institute. Successful performance helps ensure the efficient operation of the facility and the secure, safe, legal and humane treatment of inmates.

The work is typically performed in an office, in a corrections facility, and outdoors, occasionally in cold or inclement weather. The work may require the use of protective devices and specialized equipment.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Corrections Captain, Corrections Lieutenant, Corrections Sergeant, Corrections Officers and Counselors.

MINIMUM QUALIFICATIONS

Knowledge and level of competency commonly associated with completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
Possession of or ability to readily obtain certification by the Georgia Department of Corrections.

PREFERRED QUALIFICATIONS

Five (5) years of progressively responsible correctional institution or law enforcement management experience
Must posses and maintain Peace Officer Standards and Training (POST) certification
Preferred Bachelors Degree in Criminal Justice, Social Services, Public Administration, or related field
