Detail Officer (Right of Way) 

Job Summary 

This position is responsible for supervising inmate labor and assisting with road work. 

Major Duties 

- Picks up and returns inmates.
- Maintains work assignments.
- Collects tools and equipment.
- Inspects vehicles and job site for contrabands.
- Operates chipper and patching machine.
- Cleans pipes and driveways.
- Cleans and repairs bridges.
- Trims and removes limbs from roads.
- Maintains security of public and inmates.
- Performs related duties.

Knowledge Required By The Position

- Knowledge of Standard Operating Procedures for outside detail officers.
- Knowledge of machinery operation.
- Skill in interpersonal communications.
- Skill in using equipment safely and efficiently.

Supervisory Controls

- The Road Superintendent assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

Guidelines

- Guidelines include equipment manuals, the Mitchell County employee handbook, State Correction Guidelines for supervision of inmates, and Standard Operations Procedures for detail officers. These guidelines are generally clear and specific but may require some interpretation in application.

Complexity/Scope Of Work

- The work consists of varied inmate supervision duties. The behavior of some inmates and inclement weather contribute to the complexity of the position.
- The purpose of this position is to maintain roads and manage inmate labor. Success in this position helps ensure safe roads for the general public.

- Contacts are typically with co-workers and inmates.
- Contacts are typically to give or exchange information.

Physical Demands/ Work Environment

- The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes a sense of smell.
- The work is typically performed outdoors and occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, and contagious or infectious diseases or irritating chemicals. The work requires the use of protective devices such as masks, goggles, and gloves.

Supervisory And Management Responsibility

This position has direct supervision over inmates.

Minimum Qualifications

- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain certification by the Georgia Department of Corrections.

Equipment Operator/Tractor Driver 

Job Summary 

This position is responsible for operating road maintenance equipment. 

Major Duties 

- Operates mowers.
- Inspects equipment.
- Mows rights-of-way.
- Places caution sign regarding mowers.
- Repairs signs and small engines.
- Performs related duties.

Knowledge Required By The Position

- Knowledge of mower operations.
- Knowledge of safety protocol.
- Skill in training other employees.
- Skill in equipment operation and maintenance.
- Skill in effective communication.

Supervisory Controls 

The Road Superintendent assigns work in terms of somewhat general instructions. The supervisor spot-checks completed work for compliance with instructions and established procedures, accuracy, and the nature and propriety of the final results.

The employee is exposed to dust, dirt, grease, machinery with moving parts, and contagious or infectious diseases or irritating chemicals. The work requires the use of protective devices such as masks, goggles, and gloves.

- Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
